This June is the national 21^st "Safety Production Month", In order to thoroughly implement the spirit of General Secretary Xi Jinping"s important exposition on safety production and firmly establish the concept of safe development, the Group Company held the launching ceremony of the 2022 "Safety Production Month" event on June 1^st_, with the theme of "Observing the Safety Production Law and acting as the First Responsible Person Well". In view of the current requirements for COVID-19 prevention and control in Shanghai, the Group Company specially entrusted Binhai Project to undertake this event. The event was held by means of offline and online live broadcast in combination. While watching the live broadcast, all companies as well as project management departments held the launching ceremony of their own units simultaneously.

Primarily, Yin Xin, Deputy General Manager of the Group Company, delivered a speech for the launch of the "Safety Production Month" event. Following the loud national song, the national flag, the safety flag and the MCC"s flag were all raised slowly with the attention of employees at all levels of the group, marking the official start of the national 21^st "Safety Production Month" event in the Group Company.

After the flag-raising ceremony is over, Liu Chengjin, the Safety Director of Binhai Project, together with all the safety managers of the project, solemnly swore to practice the code of conduct of "three prohibitions and nine musts" for full-time safety managers, and be a good guardian and whistleblower on the construction front line on the basis of their own posts. Then all the project staff solemnly signed their own letters of safety commitments on the theme signature wall, showing their confidence and determination to carry out the responsibility of safety production.

Yang Xinjing, General Manager of Binhai Project Department, made a statement on behalf of the first responsible person of the project. He mentioned that as the first responsible for safety production on the construction front line, he would earnestly launch a series of activities of "Safety Production Month", carry out all sorts of laws, regulations and rules, well keep the red line and bottom line of safety production, create a favorable atmosphere for safety production, and earnestly fulfill the safety duties of the first responsible person.

Li Xin, Safety Director of the Group Company, came up with concrete requirements for the implementation of the "Safety Production Month" event and the work in the next step:

I. The code of conduct of Three Prohibitions and Nine Musts is the standard and principle of safety managers" fulfillment of duties, which is the duty of safety managers, in the hope that managers at all levels can supervise their daily work; meanwhile, these guidelines are their rights on the other hand, in the hope that the General Manager and Project Manager of each unit will offer full support to the daily law enforcement work of safety managers to guarantee that they can fulfill their duties safely.

II. Recently, the Group Company issued the 2022 Key Points for the Remediation of Safety Work, bring forward seven key remediation contents, which are hidden dangers that we should thoroughly eradicate within the year. Each company and project management department should carry out targeted special remediation actions of safety by closely focusing on 7 remediation contents, so as to guarantee that similar hidden dangers are totally eliminated within the year.

III. The first responsible person of each unit should organize and engage in all safety production-themed activities of the Group Company to the letter strictly based on the arrangement of the "Safety Production Month" Event of the Group Company, and also actively organize the activities of the unit, create a good atmosphere of safety production in multiple dimensions, comprehensively launch a variety of safety promotion activities, and contribute to the safety management of the Group Company.

Yin Xin fully affirmed the development of this event and came up with nine concrete work requirements:

I. All units should study and carry out the requirements of the "Safety Production Month" event organized by the Safety Committee Office of the State Council to the letter, deepen this event and raise the control level of safety production of the whole group.

II. Strictly carry out the plan of the "Safety Production Month" event, earnestly fulfill the main responsibility of safety production and COVID-19 prevention and control. Shanghai and other areas influenced by the COVID-19 must insist on the normalization of COVID-19 prevention and control, and pace up in the return of production and living order to normal.

III. Pay close attention to the management of "hidden dangers and chronic diseases" taking the "Safety Production Month" as an opportunity. Focus on the rectification of safety production problems, and guarantee that no hidden danger is missed, no rectification item is omitted, no one is reduced in safety education, and no measure is less, so as to provide a strong and reliable guarantee for "securing development and promoting safety".

IV. Always persist in the principle of laying equal emphasis on safety rewards and punishments and being fair in meting out rewards or punishments, conscientiously study and carry out the Measures for Full-weight Appraisal of Performance of Safety Production in China MCC20, thereby fundamentally changing the " lax and weak" status of safety supervision.

V. Persevere in the safety culture propaganda of "I fulfill my duty in enterprise safety, and I serve as the chief security guard". The stable development of an enterprise cannot be secured without safety guarantee, so we should launch safety production propaganda activities with enormous efforts, create a favorable atmosphere of safety culture, implement the safety production responsibility system of all employees, and truly achieve that everyone stresses, manages and respects safety in behavior.

VI. Always adhere to the management of safety standards, in a bid to be "free from distortion, deviation and formalism", and endeavor to achieve the standardization of safety control, on-site facilities and operating procedures. Carry out safety supervision strictly, carefully and practically while summing up the experience of on-site management.

VII. Spare no effort to do well in the emergency response and pre-arranged planning of seasonal production safety. Reserve emergency materials ahead of time (it"s better to prepare for standby application than to be unprepared when it is in demand) and make overall plans to do well in the corresponding flood control and waterlogging prevention; moreover, units at all levels should cooperate with trade unions at the same level to do well in heatstroke prevention and cooling in high temperature seasons, and care for employees in an earnest manner.

VIII. Reinforce the management of fire safety, strictly carry out the fire safety responsibility system, regard fire inspection as the focus of recent work, and place emphasis on the living quarters, kitchens, office areas as well as other key areas of the Project Department. It is strictly forbidden to connect the electricity in the dormitory privately and arbitrarily.

IX. All units should take swift actions, earnestly carry out the event, push the safety production work to a new height through the "Safety Production Month" event, put an end to all sorts of production safety accidents, and earnest serve as the first responsible person. In view of the fact that recently, the State has issued a series of corresponding policies for enterprises to resume work and production all units should seize the opportunity, stick to the red line and bottom line of safety production, do a good job in the contract performance of the project and meticulously build the project brand, making a contribution to the healthy and stable development of the Group Company.

The smooth development of the launching ceremony of the "Safety Production Month" officially kicked off the "Safety Production Month" event of the Group Company. Units at all levels should raise the level of safety management in an all-round way by taking advantage of the "Safety Production Month" event as an opportunity. The heads of units at all levels should earnestly fulfill the safety duties of the first responsible person, consolidate the safety foundation for the high-quality development of the Group Company, and embrace the victory of the 20^th National Congress of the CPC with practical actions.
