On September 5, the Group Company held the special kick-off meeting for the annual “Quality Month” activity. Vice-general Manager and Chief Engineer Qin Xiaqiang presided over the kick-off meeting, and General Manager Xu Li attended the meeting. Cheng Jihong, Deputy Chief Engineer and Chief Engineer of Shanghai MCC20, head of Project Management Department, Technology Department, and Design Department, leader in charge of the subsidiaries, branches and project department, head of department and other relevant personnel, 1,800 people in total, attended the meeting at the premise or via video link.
The Project Management Department publicized the arrangement for the “Quality Month” activity. Qin Xiaqiang presided over the launch ceremony of the Guidance for Winning Excellent Project of Luban Prize. Xu Li presented the Guidance for Winning Excellent Project of Luban Prize to the units in Shanghai.
After the special meeting, relevant experts interpreted the key points for quality control concerning foundation, flooring and roofing in the Guidance for Winning Excellent Project of Luban Prize. External consultant experts were invited to give training on “field measurement and quality risks”. On September 6, the Project Management Department will also organize practical training on specific project.
Qin Xiaqiang put forward the management requirements for quality inspection, establishment of a quality management system, and observance of the bottom line for quality management:
I. The Guidance for Winning Excellent Project of Luban Prize is an outcome of the joint efforts of more than 70 senior technical experts, technical experts, and relevant managerial staff of the Group. All the personnel are expected to study and carry it out seriously to put forward opinions and suggestions for revisions and improvements in management practice, so as to make improvements to the guidance in follow-up work. Meanwhile, the company has also started the preparation of Guidance for Winning Excellent Project of National Quality Engineering Award for 2023, with an aim to help the Group create excellent projects and win awards, improve the project quality and increase the corporate efficiency, and promote the company’s steady and high-quality development.
II. We should fully realize the importance of brand building and cultivate the awareness of all units to achieve excellence and awards, and ensure exchanges and communications between different levels. All the personnel are encouraged to strive for localized awards to reach a new stage of marketing.
III. We should actively organize grassroots managerial staff to attend project training, so that they can be familiar with the inspection, supervision and management skills, raise the operation ability, and improve the basic management ability.
IV. We should review our own quality management system to find out the weaknesses, make improvements, and fulfill responsibilities. On the one hand, we should strive to achieve excellence awards and make our brand image better. On the other hand, we should try to prevent losses and maintain the bottom line, and conduct the “Quality Month” activity successfully.
Xu Li also put forward requirements for making innovation and conducting the “Quality Month” activity efficiently:
I. Leaders at all levels should attach high priority to and take the lead in ensuring quality. In particular, the main responsible personnel shall establish the awareness of red line, awareness of bottom line, and awareness of responsibility in quality work, and always put the quality work in the first place. During the “Quality Month”, leaders at all levels shall set a good example, and go to the project site to arrange for relevant activities, so that practical achievements can be made in the activity. Quality inspection will be added to the follow-up inspection led by leaders.
II. We should strengthen publicity and training, and encourage all the staff and workers to take an active part in all activities. We should give full play to the strength of the WeChat Official Account, Zhiniao Platform, and empowering platform to make the activity vivid, create an active atmosphere, and raise employee’s quality awareness and skills to the greatest extent.
III. We should seize on the opportunity provided by the “Quality Month” and promote the establishment of a long-term mechanism for quality work. First, we should keep in mind that quality is an inherent requirement and important guarantee for enterprise development, and a credential for us to undertake projects, and we should “circulate the market on site” at the premise. We should balance the relationship between quality and schedule, and between quality and benefits, and raise the awareness of a “life-time responsibility system for quality”. Second, we should take serious measures for strict control, and set up a strict system for quality rewards, punishments, and accountability. Heads of the company should participate in work personally, and carry out all quality systems seriously. Managerial staff at all levels should be particular about quality problems, investigate the cause, and find out the people to be responsible without concealment. Third, we should strengthen source management and process management. We should improve the establishment of all quality management systems, ensure all management organizations can play their role fully, and take diversified quality supervision measures to promote and ensure the effective and normal operation of the quality management system. Fourth, we should strengthen the market access management of subcontractors to ensure their good faith of quality, strengthen the quality system review and process supervision and assessment of subcontractors, and establish the quality record. Fifth, we should strive to resolve quality problems and conduct quality risk analysis activities frequently, and popularize and use advanced quality technologies and modern quality management methods. Sixth, we should implement the system for “quality pre-assessment and acceptance” and strive to ensure “zero defects and zero maintenance”.
IV. The Group Company will continue placing extraordinary efforts to implement excellent projects and winning awards, and establish a brand image. First, before our action to strive for excellent projects, we should study the policy documents and relevant management regulations, and make careful and overall planning. We should break down the objective, and nail down the schedule and responsible person of the tasks. We need to take a proactive approach, and ensure the rationality, precision, and operability of the planning. Second, leaders at all levels should pay close attention to the established objectives. In particular, the Chief Engineer, Vice-general Manager, and General Manager should participate in the project and supervise and guide the project personally in key stages to facilitate the efforts for winning awards. Third, we should strengthen the building of quality brands in each region according to the “5+1” market strategy of the group company, and learn from China State Construction and our peer company Baoye Group to win more localized quality awards and localized Luban Prize, and become recommended candidates of National Quality Engineering Award, thereby continuously strengthening our efforts to developing localized excellent projects, and trying to make breakthroughs in fields of construction, infrastructure, and emerging industries.
